Yes, you will have to remove the interior trim so that you can access the latch mechanism. You should be able to see the latch release cable through an access hole in the tailgate frame. If it is still seated in the latch then you can pull it and release the latch. If is has broken free from the latch then look carefully at the latch mechanism and gently rotate the actuating arm. I can't remember if it clockwise or counter clockwise, but it does move upward. Be careful not to break any of the bits. To fix the latch you have to either replace the handle or the actuator mount on the latch itself.
I've replaced the handle on a Toyota Sequoia and a Ford Explorer. It's a 2hr job with the correct parts and nimble fingers.
