I have 10 fuses not getting power to them fuses 17 -23. Anyone know what this could be?

My highbeams work and my hazards work but no blinkers. I've replaced the engine harness and both fuse boxes due to water damage. So what would make a whole row of fuses not get power.

I had all my lights stop working (indicators, headlights, everything). Turned out to be the entire module had to be replaced (the block that holds all the fuses has boards in it that interface into the main computer so that the computer can control groups of fused systems).
