New to me '03 5.4 w/multi codes and fuel smell near filler/Evap vents

hello all! I just picked up a town DPW expedition with 113K. It pops a bunch of codes which return after clearing, and from reading here could all be related (need to double-check fuse #33, just figured out the fuse block location and mapping).

Codes are:
P0443 eval purge valve
P1451 Evap Vent Solenoid
P0135 O2 heater bank 1
p0155 O2 Heater bank 2
P0403 EGR malfunction

I tested EGR with vacuum test and vehicle died immediately.
The purge valve looks recent and has a date label of 2020
The area around the canister mount and vent solenoid is filthy/sooty. I have a new solenoid arriving and will check/clean that area and canisters further on replacement

The filler neck has corrosion throughout and is loose. A replacement is coming.

I think I am on track, but one outstanding question I have:

There is a vent line coming from the canister area up along the filler neck and hangs behind the filler panel. It has a green plastic connector that looks like it wants to attach to something, but I don't see anything to receive it.

Is that supposed to connect to something, did it leave the3 factory like that or did someone take a shortcut and leave it open to the atmosphere?

That's just a vent hose, it's supposed to be there, just zip tied secure to the filler pipe.
