Front bumper cover & grill movement

Last night I grabbed the lower portion of the front bumper cover and lightly pulled up on it. The whole bumper cover and grill moved up like an inch! is this normal? I pulled the lower splash shield and looked. Everything seems to be installed correctly, just nothing really anchoring it to metal frame parts.

Yup. That sounds about right. If you look you'll see how nothing attaches to the metal except at the very bottom there are two flap things with push pins.
