Clock spring or switch block?

2015 EL Limited - The switch block on the right side of the the steering wheel has stopped working. The rocker switches don't work at all and the arrow keys go in the wrong directions. No airbag light and the left side switch and the horn work fine. The arrow keys going backwards make me think clock spring, but is it possible that just the switch block has gone bad? How can I test this? Is there a way to bench test the switch or are there scan codes that might tell me something?

I recently just replaced my clock spring as the horn stopped working, then the airbag light came on. Took 15-30 min to do. They are both cheap parts on Rock Auto. I'm sure a continuity test can be performed on the switch but not the clock spring. But I'm an idiot and no professional.
