Yes.

There’s a setting in the gauge cluster. The vehicle will either resume the prior setting or pick the best depending on the weather.

When it is programmed to do so, is it correct that when the 2018 Expy is remotely started I should see the heated seat lights, heated steering wheel light and the climate control lights on when it is very cold outside when I open the door?

I think so, but I’d have to check mine to be 100% sure.
