I've had the best luck with the Equalizer WDH (and several others) leveling with any self leveling suspension turned Off. Once turned back on this takes the last 1/4" out.
The two weights (with and without WDH) both add up to 13,860 pounds but the front axle is dangerously light with the WDH connected. You need to put much more weight back onto the steering axle. And there's no weight being moved to the trailer axles which is another clue you can move more weight up front to the steering axle. WDH should distribute weight to all axles.
Hopefully I misread parts of earlier posts. The "self leveling suspension" cannot and will not move weight from one axle to another. It's cosmetic. The "wheelbarrow" analogy only works when the handles are lifted. No weight transfer is possible as long as the rear struts of the wheelbarrow are on the ground even if there were air bags between the wheelbarrow both and legs.
